The production and transportation of building materials, as well as construction activities, can
produce carbon and other greenhouse gases. As part of construction works, consideration will be
given to sustainable building materials and construction practices to reduce emissions during the
construction phase.
The proposal is anticipated to result in minor emissions from machinery (e.g., delivery vehicles,
construction plant) and dust. Mitigation measures are proposed and include ensuring construction
vehicles are serviced at regular intervals and during windy conditions have a water tanker. However,
direct impacts on residents were deemed to be low given the proposal surrounds.
Climate Change
Climatic impacts were deemed to be minor given the nature and scale of the proposed activity.
Greenhouse gas emissions associated with the proposal would include direct emissions from the
operation of machinery and indirect emissions associated with the energy embodied in the materials
used.
Biodiversity
No threatened species, populations, endangered ecological communities or their habitats listed
under the Biodiversity Conservation Act 2016 (NSW) or the Environment Protection and Biodiversity
Conservation Act 1999 (CTH) will be significantly affected by the proposal. Similarly, connectivity
and habitat fragmentation are not envisaged. The works proposed seek to extend an existing road
network and are contained within the road reserve.
The vegetation proposed to be removed as part of the relevant works are not anticipated to create
additional impacts given the already disturbed nature of the environment. Vegetation and habitat
impacts are expected to be non-significant and will affect existing, scattered and fragmented
roadside vegetation with low habitat value and interconnectivity significance.
Lighting and Energy
The operation of the use demands energy and lighting and other systems. This can have an impact
on overall energy consumption and introduce potential lighting impact on sensitive receivers due to
the placement of street lights in places where they were not before. Renewable energy sources are
proposed to be explored for energy and street light provisions where appropriate. Further, vizor are
to be used for traffic lights proposed hence that lighting impacts do not deflect to sensitive receivers.
Noise and vibration
Noise and vibration generation levels were found likely to exceed noise management levels during
those times that operations are closest to businesses. Recommendation was issued to ensure
reasonable and feasible construction noise mitigation.
The main vibration generating activity with potential to affect nearby uses is the vibratory
equipment. Monitoring was recommended to be undertaken in response to vibration related
complaints.
The upgraded road network would result in similar noise levels to the existing environment once the
relevant works are completed.
