Long-Term Effects on the Environment
The proposed activity is not considered to result in long-term effects on the environment by virtue
of the activity proposed.
Degradation of the Quality of the Environment
Earthworks and the provision of a road extension may result in alteration to the natural
environmental processes. It is recommended that that the works are undertaken with the
recommendation of a suitably qualified engineer to ensure hydrology of the locality is maintained.
Risk to the safety of the environment
Risk to the safety of the environment is not envisaged subject to adequate environmental protection
measures be implemented during the relevant works.
Reduction in the range of beneficial uses of the environment
Given the disturbed landform, reduction in the range of beneficial uses of the environment are not
envisaged by virtue of the activity proposed.
Landform, Geology and Soils
The proposal has the potential to generate sediment during rainfall events due to ground
disturbance, including excavation and vegetation removal. Sediment mobilisation from soil
deposited on road pavements during works is a further potential impact.
Hydrology, Flooding and Water Quality
During construction, the disturbance of soils would create the potential for the mobilisation of
sediment. The potential for accidental spills and leaks creates a further issue. These potential
impacts are considered manageable and have been addressed through the proposed safeguards and
mitigation measures. During operation, the proposal would result in some increase in impermeable
hard surface areas and would increase capture in wet weather events by a small amount. Impacts
from the broader area are likely to be negligible.
Sediment runoff from earthwork and construction may impact stormwater quality and quantity by
introducing silt and other pollutants and increase volume into nearby water bodies. To address and
mitigate potential environmental impacts, the REF recommends the preparation of a Construction
Environment Management Plan prior to the commencement of works with details to address direct
actions to be undertaken by construction contractors to ensure runoffs are to be captured and
treated before entering natural waterways and water quality in waterways is managed and
maintained.
Air Quality
Construction activities including earthworks can generate dust and particulate matter emissions
which can contribute to localized air pollution if not mitigated effectively. As part of construction
works, dust control measures are to be addressed in a Construction Environment Management Plan
(CEMP) and implemented by the contractor.
The use of paints, solvents, and adhesives during construction may release Volatile Organic
Compounds (VOCs) into the air which can affect the air quality within the locality. During construction
works, air quality monitoring systems are to be installed, and green infrastructure utilized for natural
air filtration.
