Dear Bob,
We have now completed our review of the documentation provided for the two intersections on Camden Valley
Way, at Hilder Street and Kirkham Lane. We have undertaken site work to assess the existing road conditions and
operation and traffic counts have been completed at this intersection during the typical weekday peak periods. The
intersections have then been modelled using Sidra Intersection 7 to determine the required capacity to support the
increased demands associated with the future land use growth and the changes to the road network, including the
proposed extension of Liz Kernohan Drive and the associated changes in traffic patterns.

Background
Camden Council and several adjoining Councils commissioned TDG to prepare a Strategic Traffic Model covering
an area from Penrith to Wollondilly, including Camden Council. As a second stage to this model, Camden Council
commissioned the consultant (TDG) to prepare a Camden Valley Way Strategy Study to understand the future
traffic impacts along the Argyle Street – Camden Valley Way corridor.
The study included preliminary SIDRA assessment, adopting the volumes from the Strategic Traffic Model. The
study recommended a roundabout as the preferred method of control at Camden Valley Way / Hilder Street, and
traffic control signals as the preferred method of control at Camden Valley Way / Kirkham Lane. The proposed
layout for the Kirkham Lane TCS was a copy of a nearby intersection, and only intended as a guide, subject to
more detailed modelling and analysis.
Council have a proposal to extend Liz Kernohan Drive to the south, to connect with Camden Valley Way, forming
a four-way junction to serve as the primary route into the Elderslie residential catchment.
The proposed extension of Liz Kernohan Drive will form a continuous road link between the Camden By-Pass and
Camden Valley Way. The link will provide an alternate access to the schools and residential development on the
south side of Camden Valley Way, resulting in a transfer of traffic from Hilder Street to Liz Kernohan Drive.
These upgrades are required to accommodate the future growth along Camden Valley Way associated with the
current and future land use development and the proposed extension of Liz Kernohan Drive. The upgrades will
also improve road safety by providing safer facilities for turning traffic and pedestrian movements.
