EXECUTIVE SUMMARY
This Review of Environmental Factors (REF) provides an assessment against the requirements of
Part 5 of the Environmental Planning & Assessment Act 1979 (Act) for the following road work
projects to be undertaken by Camden Council (Council):
1.
Upgrade the intersection of Camden Valley Way, Kirkham Lane and Liz Kernohan Drive
at Elderslie (commissioning of a signalised intersection). A length of Kirkham Lane will
also be upgraded by way of widening and resurfacing as part of this project.
2.
Construct a roundabout at the corner of Camden Valley Way and Hilder Street at
Elderslie.
3.
Utility considerations including relocation
telecommunications infrastructure.
4.
Any heritage impacts associated with the proposed development on identified heritage
significant sites.

This amendment to the REF is to address the inclusion of a construction compound on Lot 1 DP
914674 located at the corner of Camden Valley Way and Hilder Street. Approximately 3,700m2 of
land in the north-eastern part of Lot 1 DP 914674 is proposed to be used for the construction
compound for the temporary storage of construction materials and machinery during works. While
Lot 1 DP 914674 was previously included in the REF for the road upgrade works, the impact of the
construction compound area had not been considered. The amended REF (Revision H) includes these
considerations and any additional mitigation measures, as required. Indicative location of the
construction compounds are provided in Appendix I.
As exact details of the sheds, offices etc have not been provided, it is assumed that these structures
will be constructed under the provisions for exempt developments in State Environmental Planning
Policy (Transport and Infrastructure) 2021. A further amendment to the REF will be required if the
proposed scope of works is outside the standards for exempt developments.
In reviewing the works proposed against the relevant provision of the Act, Camden Council is both
a public authority proponent under section 5.3 and the determining authority following section 5.1.
As such, the proposed works are considered Development permitted without consent following a
review of the Act, the Environmental Planning and Assessment Regulations 2021 (Regulation), and
the State Environmental Planning Policy (Transport and Infrastructure) 2021, enabling the works to
be undertaken without consent.
All matters affecting, or likely to affect, the environment by the proposed activity included the
following:
Transformation of a Locality
The works being proposed within the already disturbed landform is not considered to transform the
locality. Minor changes to the landform are envisaged by virtue of the excavations and vegetation
clearing proposed.
The Endangering of a Species
Species are not considered to be endangered by the proposed development. The works are contained
within the existing disturbed landform and is not mapped containing biodiversity values.
