Arrangements for consultation with affected neighbours and sensitive
receivers, including notification and complaint handling procedures
contingency measures to be implemented in the event of non-compliance with
noise and vibration criteria.
The majority of works are to be carried out during standard working hours (i.e. 7am –
6pm Monday to Friday, 8am –1pm Saturdays). Any work that is performed outside
normal work hours or on a Sunday or public holiday is to minimise noise impacts in
accordance with RMS’s Environmental Noise Management Manual Practice Note 7 –
Roadworks Outside of Normal Working Hours and the Interim Construction Noise
Guideline (ICNG).
Construction personnel will be made familiar with the potential for noise and vibration
impacts upon local residents and encouraged to take all practical and reasonable
measures to minimise noise during the course of their activities.
Where practical, the layout and positioning of noise-producing plant and activities at
each work site will be optimised to minimise noise emission levels.
Where practical, equipment are to be fitted with appropriate noise control measures and
be in good working order.
Where possible, non-beeper reversing movement alarms are to be used such as
broadband (non-tonal) alarms or ambient noise-sensing alarms. Work site layouts are
to be designed to reduce the need for reversing, potentially minimising the use of
reversing beepers.
Vehicles, plant and equipment are to be regularly inspected and maintained to avoid
increased noise levels from rattling hatches, loose fittings etc.
All vehicles, plant and equipment are to be turned off when not in use.
Recommended safe working distances for vibration intensive plant is to be considered
during construction planning. Mitigation may be required where sensitive receivers are
located closer to the construction work than the safe working distances.
Landscape and
Visual
Project work sites, including construction areas and supporting facilities are to be
managed to minimise visual impacts, including appropriate storage of equipment,
parking, stockpile screening and arrangements for the storage and removal of rubbish
and waste materials in a timely manner. Where required, temporary site lighting is to
be installed and operated in accordance with AS4282:1997 Control of the Obtrusive
Effect of Outdoor Lighting.
A Landscape Management Plan (LMP), to ensure cost effective and consistent
management of landscape works will be developed.
Socio-economic
A Communication Plan (CP) is to be prepared and implemented as part of the CEMP to
ensure provision of timely and accurate information to the community during
construction. The CP is to include (as a minimum):
Mechanisms to provide details and timing of proposed activities to affected
stakeholders, including changed traffic and access conditions; and
Contact name and telephone number for the management of complaints.
The CP is to be prepared in accordance with the RMS’s Community Involvement and
Communications Resource Manual.
Access for emergency vehicles is to be maintained at all times during construction. Any
site-specific requirements will be determined in consultation with the relevant
emergency services agency.
Consultation is to be carried out with potentially affected properties prior to the
commencement of and during work in accordance with the RTA’s Community
Involvement and Communications Resource Manual. Consultation is to include but not
limited to door knocks, newsletters or letter box drops providing information on the
proposed work, working hours and a contact name and number for more information or
to register complaints.
