and its surrounds, a suitably qualified professional undertake a physical assessment of
the site to determine if any items exist and if found appropriate action taken in
consultation with the local Aboriginal community.
Non-Aboriginal
Heritage
The following non-aboriginal heritage items have been identified over the site and with
local significance:
LEP I105 Yamba, Partially within the subject area.
LEP I104 Rheinbergers Hill, Partially within the subject area.
LEP I109 House, Located within 100m of but southwest from the Liz Kernohan
connection section of the subject area.
LEP I103 John Oxley, Located southwest and removed from the subject area.
The works proposed to facilitate the development can be located wholly outside of the
areas identified as containing local heritage significance. As such, the development is
not deemed to impact on heritage items subject to the recommendations of the
Statement of Heritage Impact prepared in support of the proposal.
Water Quality,
Hydrology and
Flooding
A Soil and Water Management Plan (SWMP) are to be prepared in accordance with QA
Specification G38 and implemented as part of the CEMP. The SWMP is to identify all
reasonably foreseeable risks relating to soil erosion and water pollution associated with
undertaking the activity and describe how these risks are to be managed and minimised
during construction. The Plan shall include arrangements for managing pollution risks
associated with spillage or contamination on the site and adjoining areas and monitoring
during post-construction.
A site-specific Erosion and Sediment Control Plan (ESCP) will be prepared and included
in the SWMP and CEMP. The ESCP is to identify detailed measures and controls that are
to be applied to minimise erosion and sediment control risks including, but not
necessarily limited to runoff, diversion and drainage points. The ESCP is to also include
arrangements for managing wet weather events, including monitoring of potential highrisk events (such as storms) and specific controls and follow-up measures that are to
be applied in the event of wet weather.
Consistent with any specific requirements of the approved SWMP, control measures are
to be implemented to minimise risks associated with erosion and sedimentation entry
to drainage lines and waterways. That will include, but not necessarily be limited to:
sediment management devices, such as sediment fencing, straw bales or sandbags;
measures to divert or capture and filter water prior to discharge, such as drainage
channels and first flush;
installation of measures at work entry and exit points to minimise movement of material
onto adjoining roads, such as rumble grids or wheel wash bays; and
appropriate location and storage of construction materials, fuels and chemicals,
including bunding where appropriate.

Construction Noise
A Noise and Vibration Management Plan (NVMP) is to be prepared as part of the
CEMP. The NVMP is to be prepared in accordance with the ICNG and is to identify:
All potential significant noise and vibration generating activities associated
with the activity;
Measures to be implemented during construction to minimise noise and
vibration impacts, such as restrictions on working hours, staging, placement
and operation of work compounds, parking and storage areas, temporary
noise barriers, haul road maintenance, and controlling the location and use of
vibration generating equipment;
Feasible and reasonable mitigation measures to be implemented; and
