Carbon may be embedded in many of the materials used during construction including
concrete, trees and pavements. There are also various greenhouse gas emissions
associated with the extraction and production of materials used in the construction of
road materials.
Carbon dioxide and nitrous oxide will be generated from fossil fuel combustion in
construction plant and the disposal or transport of materials.
Methane will be released from the landfilling of any carbon-based waste, and potentially
from fugitive emissions during the use of natural gas.
In the broader context, the effects of the construction phase of the project are considered relatively
minor and potential impacts can be managed through the implementation of appropriate safeguard
measures.
6.17.3 Mitigation Measures
Notwithstanding the above, the following is recommended to mitigate climate change impacts preconstruction.
6.17.4 Recommendation 1:
Pre-construction, specific measures are be outlined in the CEMP to ensure that construction
minimises any potential impacts on or from climate change including:

Plant, vehicles and machinery will be operated efficiently in accordance with the
manufacturers guidelines to ensure optimal performance and be switched off when not
in use; and
Procedures will be set out for the management of extreme events including flooding,
heatwaves and bushfires.
6.18 CONSTRUCTION/DEMOLITION IMPACTS
6.18.1 Existing Environment
The project area is largely disturbed and either urban, public open space or semi-rural in nature.
Existing trees located along the road reserve and within private property fronting Kirkham Lane are
either native vegetation regrowth, exotic plants or weed species.
Stockpiling is proposed within the northern parts of Lot 301 DP 1143646 lie within the boundaries
of the project area. As Lot 301 is identified as containing an aboriginally significant site, an AHIP will
be required prior to the commencement of works.
6.18.2 Impact Assessment
Given large volumes of cut and fill for the project, environmental safeguards for erosion and
sediment control should be implemented in addition to other measures such as management of air
quality, traffic management, weed and pest control to minimise impacts during construction and
demolition.
Stockpiles of fill on the site should be located and managed in accordance with the guidelines in
‘Managing Urban Stormwater: Soils and construction – Volume 1’ (the Blue Book)
6.18.3 Mitigation Measures
The following recommendations are made for to mitigate construction impacts.
