6.14.5 Operation:
The completed upgrades will improve reliability of journey times, particularly during peak travel
periods. The activity will reduce traffic congestion and delays by increasing the capacity of the
intersections. The future operational performance of the intersections has been determined as good
and will operate at a level of service where average delays per vehicle will be reduced. The upgrade
will have a positive effect on traffic and network performance.
6.14.6 Road Safety
The level of service and delays experienced at the identified intersections is likely to reduce the
‘stop-start’ travel conditions which will lead to improved road safety (improved traffic flows within a
signalised controlled environment). On this basis, it is considered the road upgrade will have a
positive impact on road safety once operational.
6.14.7 Public Transport
It is understood that all bus routes and services within the locality will be retained. Once completed
and operational, the improved road network is likely to have a positive effect on the public transport
network.
Active Transport Existing paths will largely be retained, and improved pedestrian crossings will be
provided. It is considered that these upgrades will have a positive outcome on the active transport
network once operational.
6.14.8 Mitigation Measures
Safeguards and mitigation measures are to be implemented to minimise the impacts of the project.
6.14.9 Recommendation 1:
Pre-construction, a TMP is to be prepared and implemented in accordance with the Roads and
Maritime Traffic Control at Worksites Manual (Version 4), Australian Standard 1742.3 Manual of
Uniform Traffic Control Devices, and instruction from the Transport Management Centre.

Recommendation 2:
Pre-construction and during construction, road users, local residents, pedestrians and cyclists are to
be advised in advance of changes including the use of appropriate signage.
6.14.11
Recommendation 3:
During construction, Real-time information would be made available through temporary Variable
Message Signs (VMS), and the media.

Recommendation 4:
During construction, materials are to be managed to minimise the number of haulage and delivery
vehicles required on site.
6.14.13
Recommendation 4:
During construction, the designated site access points and haulage routes would be used.
