6.14 TRAFFIC AND TRANSPORTATION
6.14.1 Existing Environment
The traffic and transportation condition of the existing environment is comprised of light vehicle and
truck egress and ingress via Camden Valley Way for east and west bound traffic.
6.14.2 Impact Assessment
Construction of the project will generate light vehicle, truck and construction equipment movements
to and from the site. The typical traffic generating activities would include construction staff travelling
to and from site, delivery of plant, equipment and construction materials, and collection and disposal
of waste not appropriate for reuse onsite.
Parking for construction staff will be provided in a dedicated location identified as part of the
construction management plan. Individual lane or full road closure may be required at times to
undertake work. This may include the closure of some lanes, which is likely to affect the flow of
traffic.
Prior to construction, a Traffic Management Plan (TMP) for the project will be developed. The TMP
will include the guidelines, general requirements and procedures to be used when activities or areas
of work have a potential impact on existing traffic arrangements. As such, construction may have a
moderate to high impact on traffic and network performance.
6.14.3 Public Transport
Bus travel times may be impacted due to lane closures and associated project construction activities;
however, services should remain open and operational. The bump on effect is that train connections
will be impacted which will be an inconvenience to commuters. Unfortunately, this is largely
unavoidable and challenging to manage. Potential options include minimising road closes etc. during
peak hour traffic and including in the community communication package messages around
commuters allowing additional travel times and an apology for the inconvenience caused.
6.14.4 Active Transport
Pedestrian and cycle pathways within the immediate area will be partly closed during construction
for safety reasons and upgrading. Where active transport routes and connections are temporarily
removed or blocked due to the project, an alternative path will need to be provided. It is considered
there is sufficient space in the existing road reserve and adjacent public spaces to accommodate
temporary pedestrian / cycle paths during construction.
As it may be difficult to provide cycle facilities with compliant standards (such as shared use paths)
at all times during construction, a temporary signed cycle route may be an option. A temporary
cycle detour (identified through signage and line-marking) may be used to facilitate this connection.
Cyclists would need to negotiate the temporary path facilities and as such the existing paths should
be maintained wherever possible. It is considered that the project will have a negligible impact /
short term effect on the active transport network.
Property Access Vehicle access to properties with frontages to the project sites will not be affected.
During the construction phase, access for emergency vehicles will need to be provided and specific
routes confirmed and detailed in the TMP. Other works may require partial closure of the
intersections limiting access. It is recommended that these works be staged so access is maintained
and completed outside of peak times or as night works where possible. It is considered that
construction of the project will have minimal to no impact on property access and if so, it will be
short-term.
