6.8.1
AIR QUALITY / CLIMATE / ENERGY
Existing Environment
The current air quality of the area is considered to be comparable to that of a typical open periurban setting (relatively clean). However, a major source of air pollution for the local area is exhaust
emissions from motor vehicles travelling along Camden Valley Way. Exhaust from these vehicles
would include (but is not limited to) the release of greenhouse gases as well as the production of
small, airborne particulates, leading to semi-ideal air quality.
It is not envisaged that the project would change the existing mix or amount of traffic that utilises
the road network in this location. As such, it is unlikely that a substantial change in existing longterm air quality would occur as a result of the upgrade.
6.8.2
Impact Assessment
Air quality impacts during the construction phase of the project would largely be from dust generated
during earthworks, and exhaust fumes from machinery and vehicles idling at stop / go locations.
Measures can be introduced to mitigate some of these impacts as outlined in the table below.
6.8.3
Mitigation Measures
The following recommendations are proposed to mitigate air quality, climate and energy impacts
associated with the proposed activity.
6.8.4
Recommendation 1:
Pre-construction works, an Air Quality Management Plan (AQMP) is to be prepared and implemented
as part of the CEMP to mitigate air quality impacts during construction. The AQMP will identify:
•
Potential sources of air pollution (such as dust, vehicles transporting waste, plant and
equipment) during construction;
•
Air quality management objectives consistent with the relevant published EPA and/or
OEH guidelines;
•
Mitigation and suppression measures to be implemented, such as spraying or covering
exposed surfaces, provision of vehicle clean down areas, covering of loads, street
cleaning, use of dust screens, maintenance of plant in accordance with manufacturer's
instructions;
•
Methods to manage work during strong winds or other adverse weather conditions;
•
A progressive rehabilitation strategy for exposed surfaces;
•
A monitoring program to assess compliance with the identified objectives, and
developed in accordance with any relevant published EPA and/or OEH guidelines; and
•
Community notification and complaint handling procedures.
6.8.5
Recommendation 2:
Pre-construction works, all sensitive receivers likely to be affected are to be notified a minimum of
five days prior to commencement of any work that may have an adverse impact on local air quality.
The notification is to include details of the project construction period and construction hours; any
recommended measures that can be implemented (e.g. window closure, staying indoors, etc.),
contact information for project management staff; complaint and incident reporting; and how to
obtain further information.
