Detailed proposal designs plans are provided in Appendix A. Camden Valley Way will be widened
through this section to two lanes in both directions. It is envisaged that works associated with the
upgrades will be undertaken separately thus reducing the potential impacts on traffic flows.
Further, laydown areas for construction are proposed as part of the relevant works. These will be
located within Lot 1 DP 914674 and Lot 301 DP 1143646. However, as details of these works have
not been provided, this assessment considers the use of this site for the temporary storage of
materials, equipment, machinery etc. and includes recommendations to minimise impacts from the
use of these sites during construction.
As exact details of the sheds, offices etc. have not been provided, it is assumed that these structures
will be constructed under the provisions for exempt developments in State Environmental Planning
Policy (Transport and Infrastructure). A further amendment to the REF will be required if the
proposed scope of works is outside the standards for exempt developments.

EXISTING INTERSECTIONS
The Camden Valley Way / Hilder Street intersection is currently configured as a ‘seagull’. Based on
an analysis of this intersection turning right from Camden Valley Way into Hilder Street in the
morning peak is difficult.
Liz Kernohan Drive will be extended north from its current terminus near Rheinbergers Circuit to
intersect with Camden Valley Way and Kirkham Lane. Currently the west-bound carriageway of
Camden Valley Way at this intersection includes a right turning lane into Kirkham Lane. No left
turning or right turning lanes into or out of Kirkham Lane currently exist. Kirkham Lane is a twoway road which takes on rural road type qualities in design and appearance.

4.9.1
CONSTRUCTION ACTIVITIES
Work Methodology
While work methods would be the responsibility of the contractor, the project would be constructed
generally as follows:
•
Installation of temporary erosion, sedimentation and drainage controls.
•
Establishment of compound and stockpile areas.
•
Removal of vegetation using excavators, trucks and qualified arborists.
•
Establishment of construction phase traffic control.
•
Relocation and / or adjustment of all affected utilities, services and signage to suit
construction programme requirements.
•
Progressive stabilisation of exposed areas.
•
Recycling of suitable excavated material and incorporation of unsuitable material in
earthworks within the road reserve where possible.
•
Import of select material for earthworks for the upgrade.
•
Excavation and removal of existing medians and pavement using rock breakers,
excavators, concrete saws and trucks.
•
Installation of new stormwater network.
•
Construction of new cycle / pedestrian paths and bridge.
•
Compaction by rollers and vibrating compactors with trimming by graders.
•
Preparation of new lane surfaces by grading and milling machine.
