SIDRA modelling considered the following scenarios in the morning and afternoon peak periods in
2036:
• Single lane roundabout at Camden Valley Way/Hilder Street
• Dual lane roundabout at Camden Valley Way/Hilder Street intersection as a dual lane
• Traffic control signals at Camden Valley Way/Kirkham Lane and Liz Kernohan Drive
intersection
The modelling results indicated that the proposed works will allow Camden Calley Way/Hilder Street
intersection will perform at Level of Service (LoS) A in both the scenarios. The proposal has adopted
the dual lane roundabout as shown in Figure 5.
An overall performance of LoS D is predicted for the signalised intersection at Camden Valley
Way/Kirkham Lane and Liz Kernohan Drive intersection. An increase in queues and delays is
expected at the latter beyond 2036; however, the study considers it acceptable given the 20-year
design life for a project of this scale.
Overall, the modelling results indicate the proposed upgrade works are required to accommodate
the anticipated land use changes and growth and enable the intersections to operate at an acceptable
level of service.

ALTERNATIVES CONSIDERED
Options were developed to specifically address the identified need and to have regard to the
constraints imposed by the existing road alignments. The width of the existing road reserves, a
need to avoid unnecessary land acquisition and traffic flows / volumes were also factored in.
The process of option selection comprised a two-stage process:
1.
A consideration of whether the project in any configuration could be justified. This is an
evaluation of the ‘do nothing’ option.
2.
An evaluation of intersection improvement options by reference to agreed assessment
criteria.
The following potential upgrade options have been assessed:
•
Roundabouts at both intersections.
•
Traffic lights at both intersections.
•
Single and dual lane options at Hilder Street and Camden Valley Way intersection.
•
Do nothing option for the intersection of Hilder Street and Camden Valley Way and
traffic lights at Liz Kernohan Drive.
RMS historical traffic data for Camden Valley Way indicates an average annual growth rate of 1.37%.
Given the areas future residential and employment growth, and expansion of Narellan Town Centre,
a conservative estimate of 2% (compound) annual growth is considered more appropriate for future
traffic volume estimates which has been used in this assessment.
Each option was assessed by reference to the following questions:
•
How safe is the option?
•
How well does the option reduce congestion and delays?
•
How would the option affect access to the local area?
•
What impact does the option have on the environment?
•
Does the option represent value for money?
