REGIONAL AND LOCAL PLANNING CONSIDERATIONS
GREATER SYDNEY REGION PLAN
The Greater Sydney Region Plan A Metropolis of Three Cities contains objectives for the provision of
infrastructure greater opportunities for learning, labour participation, industry growth and
development, and access to housing and services across Greater Sydney and to facilitate a functional
“30-minute city”. The proposed activity is consistent with the objectives of the Greater Sydney
Region Plan and is aligned with current and forecast growth in the Camden-Campbelltown-Macarthur
sub-region.
The proposed road upgrades will result in an improved safer transport network benefiting the
movement of local and regional traffic. The proposal will enhance economic development in southwest Sydney by facilitating faster travel times. It will also facilitate a better way of life for commuters
by reducing times and creating a safer road network. On this basis, the proposal is considered to be
consistent with the objectives of the Region Plan.
FUTURE TRANSPORT
Future Transport 2056, which incorporates the Greater Sydney Services and Infrastructure Plan
presents the 40-year vision for the delivery of world-class public transport, roads and freight network
to the State and the Sydney Region. The Plan also identifies planned and co-ordinated actions
required to address current challenges and develop a more integrated transport system.
Greater Sydney, including the Camden LGA faces increasing congestion on arterial and local roads,
particularly during peak periods. Easing congestion is a key objective of the Plan and it specifically
outlines what actions are required to improve infrastructure services.
It is considered the proposed upgrades are consistent with the Plan by increasing capacity, improving
safety and reducing travel times for the residents of south-western Sydney.

NEED FOR THE ACTIVITY
To provide increased capacity through the two identified intersections which will reduce traffic
congestion and better accommodate predicted volume increases. The project will assist in facilitating
the State Government’s growth and economic goals to make better use of existing infrastructure.
The project is informed by a traffic advice undertaken by Seca Solution in January 2018, attached
as Appendix C. Traffic counts were undertaken during typical peak hours on weekdays as part of
this study. The intersections were modelled using Sidra Intersection 7 to determine the capacity
required to cater for the future growth and the changes in the traffic flows from the extension of Liz
Kernohan Drive to Camden Valley Way. The modelling was based on the forecast flows for 2036
future scenario obtained from Council’s Strategic Traffic Model developed by TDG in 2015.
