THE PROJECT
4.1
PROJECT OBJECTIVES
The objectives of the proposal are:
•
To improve traffic efficiency during peak periods
•
To improve safety for motorists, cyclists and pedestrians
•
To ensure quality urban design outcomes
•
To ensure good environmental outcomes
4.2
BACKGROUND
The Camden Local Government Area (LGA) is undergoing strong population growth (highest growth
rate in Australia based on ABS statics for 2017) with a projected target of 300,000 people by 2040.
With population growth, comes greater demand on infrastructure including the road network.
With new residential subdivisions coming online and traffic generating land uses attracting greater
activity (i.e., local schools and playing fields experiencing increasing numbers), the road network is
approaching capacity levels. Assessments by the Roads & Maritime Services (RMS) and Council
indicate that the road network in this location requires upgrading to maintain safe and efficient traffic
flow.
Traffic modelling conducted for the proposal indicates that the intersection is currently performing
but will continue to deteriorate unless an upgrade is implemented. Improvements to the Camden
Road network have been identified and improved connectivity is a key driver of local economic
opportunity.
The intersection upgrade of Camden Valley Way, Kirkham Lane and Liz Kernohan Drive will assist
with traffic flows into recently completed residential subdivisions to the south. It will reduce travel
times and the number of vehicles currently using local roads.
The proposed roundabout at the intersection of Camden Valley Road and Hilder Street is also a result
of increased volumes in this location to access Kirkham Park and Elderslie High School and will create
a safer road environment which will function more efficiently and effectively.
It is considered both projects will have a positive outcome on the manner in which the traffic network
functions, reduce travel times and create safer road environments.
4.3
NSW STATE PRIORITIES
In 2015, the NSW Premier announced a new suite of “State Priorities” targeting growth and economic
development (NSW Government 2015). Under the banner of “Building Infrastructure”, improving
road travel reliability was listed as a key priority. This includes ensuring journey times on key roads
continues to improve to enable businesses and the community to move around with greater ease
and boosting productivity. To do this, the State Government are committed to making better use of
existing road infrastructure.
The primary aim of the project is to provide increased capacity through the two identified
intersections which will reduce traffic congestion and better accommodate predicted volume
increases. The project will assist in facilitating the State Government’s growth and economic goals
to make better use of existing infrastructure.
