Heritage
Lot 101 in DP1143373 and Lot 162 in DP1087243 are identified as containing a heritage items (I105
and I104) with local significance. Niche Environment and Heritage provided a Statement of Heritage
Impact (SOHI) to overview the proposal against the heritage significance of the site with
recommendations. The works are to be conducted in accordance with the recommendations of the
report.
Lot 301 DP1143646 (440 Camden Valley Way) is listed as potentially having an Aboriginal heritage
item (refer to Appendix D). Following the OEH's AHIP Register, it is noted that an approval to destroy
has been issued for the Aboriginal heritage site (AHIP No. C0002506 dated 3/3/2017). Works relating
to the extension of Liz Kernohan Drive will pass close to this area, however, given the existing
approval to destroy, as well as the existing disturbed nature of the works site, the risk of disturbance
of further culturally significant items is considered low.
Landscape Character and Visual Impacts
The proposed works will require the removal of approximately 98 trees including non-mature trees,
exotic and weed species (overgrown African Olives) from the road reserves of Camden Valley Way
and Kirkham Lane, and the land to the east of Liz Kernohan Drive extension.
Amendments have been made to the design to include a retaining wall on the northern side of
Camden Valley Way to retain some of the mature Liquid Amber trees in the vicinity of the proposed
works. No vegetation removal is proposed from the north-east stretch of Camden Valley Way where
the heritage items are located.
Tree removal from the verges of Kirkham Lane is largely confined to the western side of the road
with only three trees being removed from the eastern side and thereby minimising any impact on
the adjoining heritage listed land. The proposal includes extensive landscaping to offset the amenity
loss from the clearing.
Existing weed species in the road reserve will be removed and replaced with native plantings as part
of the proposed landscaping. Once established the proposed plantings will enhance the streetscape,
provide pedestrian amenity and create visual buffers to sensitive areas, resulting in an overall
improvement in the visual environment and ecological outcomes.
While a low to moderate change in the visual environment along the streetscape is expected from
the proposed clearing, these are mostly transient views experienced by the road users. Therefore,
the amenity loss from the vegetation removal is not considered to have an unacceptable level of
impact when balanced against the benefits of the proposed road works.
Socio-Economic Impacts
Potential traffic disruption is envisaged on Camden Valley Ways and the local road network of Hilder
Street, Kirkham Lane and Liz Kernohan Drive during the relevant works. Including restrictions on
movement which can cause inconvenience for road users. Traffic management practices are
recommended to ensure flows are adequately maintained at critical times. It was not envisaged
that
business
operations
will
be
significantly
affected
by
the
activity.
Waste Minimisation and Management
The project is not expected to generate large quantities of waste materials. Any non-reusable fill
from excavated areas will be transferred to a registered waste management facility for disposal. All
suitable road-base waste will be transported to a recycling facility for potential reuse. Where
possible, any green waste generated will be reused for landscaping works associated with the
project.
